The West Grand Avenue Master Plan is moving from paper to buildings
Grover Beach adopted the West Grand Avenue Master Plan in January 2011, establishing a pedestrian-oriented vision for the corridor with a visitor-serving zone from the beach to 5th Street, a mixed-use transition zone from 5th to 8th, and a downtown core from 8th to 11th Streets. Implementation accelerated after the city's Development Code update took effect in 2022, adding tools like fractional density, which incentivizes smaller units in mixed-use and higher-density zones, and objective design standards.
The visible result is projects like Palladium, a four-story mixed-use building with 37 residential units and ground-floor commercial at the 4th Street gateway intersection, which broke ground in January 2024, alongside a companion project across the street and a city streetscape program between 4th and 8th Streets.
