How Pismo Beach regulates short-term rentals
Pismo Beach regulates residential short-term rentals through Municipal Code Chapters 17.09 (outside the Coastal Zone), 17.113 (inside the Coastal Zone), and 5.22 (licensing and administration). In November 2023 the City Council adopted Ordinance O-2023-006, which stopped issuance of new residential STR licenses; only properties already licensed at that time may continue operating, subject to primary-residence verification, occupancy limits, parking standards, a good neighbor policy, and annual monitoring. A separate vacation-rental category remains available in certain commercial and visitor-serving zones, including the downtown core.
For buyers, the practical consequence is that a home's rental history does not travel with the deed: the city states that permits do not transfer upon sale. Anyone underwriting rental income should confirm the property's zone, permit category, and current ordinance status directly with the City of Pismo Beach Planning Division before removing contingencies.
