North End

Why Hermosa students choose between two high schools

Hermosa Beach has no high school of its own, and that is by design. Until the early 1990s the three beach cities' elementary districts fed a shared South Bay Union High School District. In November 1992, voters in Hermosa Beach, Manhattan Beach and Redondo Beach approved Proposition V, the split unification plan, with 59.1 percent of the vote, dissolving that high school district so Manhattan Beach and Redondo Beach could form their own K-12 unified districts.

The Hermosa Beach City School District stayed an elementary district. State legislation on the reorganization (AB 325, Chapter 24 of the Statutes of 1992) lets high school students living within its boundaries attend either the Manhattan Beach or the Redondo Beach unified district, so after eighth grade at Hermosa Valley School families choose between Mira Costa High School and Redondo Union High School. The district itself now runs Hermosa View School for TK and first grade, Hermosa Vista School for grades two through four, and Hermosa Valley School for grades five through eight.

Short-term rentals after the 2026 court ruling

In 2016 Hermosa Beach adopted an ordinance prohibiting stays of fewer than 30 days in residentially zoned areas. On March 26, 2026, the Los Angeles Superior Court ruled in Koerner v. City of Hermosa Beach that the ban counted as development under the California Coastal Act, because it changed the intensity of use of coastal land, and that the city had adopted it without the coastal development permit the Act requires. The court issued a permanent injunction against enforcing the ban anywhere in the city's coastal zone until the Coastal Commission approves it, and on May 12, 2026, the City Council voted 4-1 not to appeal.

The coastal zone covers roughly 43 percent of the city's land area. Outside it, the 2016 ban remains enforceable; inside it, the city can no longer cite short-term rental operators, and as of May 2026 no licensing program had been adopted. Any new rules would likely need Coastal Commission review, and the city has never had its Local Coastal Program certified. The 2015 vote that kept oil drilling out of Hermosa Beach

On March 3, 2015, Hermosa Beach voters defeated Measure O, which would have approved an agreement with E&B Natural Resources Management Corporation for an oil drilling and production project and exempted it from the city's ban on oil and gas drilling. The project called for 30 production wells and four injection wells on a site at 555 Sixth Street.

The measure grew out of a long legal fight. The city had approved and then denied an earlier drilling project proposed by Macpherson Oil Company, which sued, and E&B stepped in with its own project while paying most of the resulting settlement. Defeating Measure O left the city owing E&B a reimbursement under that deal, and it left the city's ban on oil and gas drilling in place.
