Vehicle access at the Oceano Dunes has been fought over in court for years. Every closure or reopening brings the same question from buyers and visitors. This page holds the current answer and the date we last verified it, plus the timeline that explains how access got here.
The Oceano Dunes State Vehicular Recreation Area (SVRA) is the state park where street-legal vehicles and off-highway vehicles drive and camp on the beach and dunes. You enter it from Pier Avenue in Oceano or from Grand Avenue in Grover Beach.
What’s open right now
As of September 23, 2026, State Parks lists the park as open. That means vehicle day use daily and off-highway riding in the open riding area. Primitive beach and dune camping is open too, and you can book it through ReserveCalifornia. The area south of Arroyo Grande Creek was closed by federal court order in the spring. It reopened on May 21, 2026 and remains open. No closure notices or pending closure dates were posted at our review.
Fenced exclosures close nesting areas inside the riding area during shorebird nesting season. The federal court record puts that season at March through September. A standing 15 mph speed limit applies on the beach and shoreline and near camps and crowds. On designated high-traffic days, State Parks now requires you to buy day-use passes online in advance. Those days are capped at 1,800 vehicles per day, and there are no kiosk sales. The system was first used on July 4, 2026. Annual and discount passes aren’t honored on presale days.
How we got here, dated
The current status rests on a federal Endangered Species Act case and a new state-court challenge:
- November 20, 2025: a federal judge granted summary judgment that the State Parks off-highway vehicle program caused unlawful take of western snowy plovers under the Endangered Species Act.
- April 9, 2026: the court barred vehicle use in plover habitat south of Arroyo Grande Creek without a federal permit. The closure took effect April 14. State Parks appealed the order to the Ninth Circuit in May.
- May 20, 2026: the U.S. Fish and Wildlife Service issued an Incidental Take Permit, and State Parks finalized its Habitat Conservation Plan.
- May 21, 2026: the SVRA reopened to vehicles and camping, including south of the creek.
- June 18, 2026: the Center for Biological Diversity and the Northern Chumash Tribal Council sued in Sacramento County Superior Court. The suit challenges the Habitat Conservation Plan’s environmental review under the California Environmental Quality Act (CEQA). It also brings Coastal Act claims and a claim that the plan allows take of California least terns, a fully protected bird under state law. The petition asks the court to set aside the plan’s approvals and block their implementation until the state complies with CEQA. As of our review, we found no reported ruling, and the park remained open.
What it means if you’re buying nearby
If you’re weighing a property in Oceano or Grover Beach, treat dunes access as an amenity variable, not a hazard. It shapes the visitor economy and the weekend traffic and noise near the Pier Avenue and Grand Avenue entrances. It also shapes demand for visitor-serving uses where county and city rules allow them. The effect of any closure or reopening on prices is mixed and unproven. A closure means less vehicle traffic near the entrances, but also less visitor spending for local businesses. We don’t predict price effects without data.
A ruling in the state-court case could change the status from here. So could any court challenge to the federal permit, or State Parks operational decisions like pass caps and seasonal exclosures. The April injunction applies only where no valid federal permit exists. That means State Parks’ Ninth Circuit appeal of that order doesn’t decide whether the park is open, as long as the permit stands. We re-check this page quarterly and when news breaks.

A federal judge ruled in November 2025 that the off-highway vehicle program caused unlawful take of western snowy plovers under the Endangered Species Act. An April 9, 2026 order then closed riding and camping south of Arroyo Grande Creek, effective April 14. It reopened May 21, 2026, once State Parks obtained a federal Incidental Take Permit and finalized its Habitat Conservation Plan.
Will Oceano Dunes close again?
Nobody can promise either way. A state-court challenge to the habitat plan under the California Environmental Quality Act (CEQA) is active, and the federal permit could be challenged. The April 2026 federal injunction applies only where no valid federal permit exists. So it would matter again only if the permit fell. No closure was pending as of our September 23, 2026 review. The as-of date at the top of this page is this answer’s expiration date.
Do I need a reservation to drive on the beach at Oceano?
On designated high-traffic days, yes. State Parks requires advance online day-use passes, capped at 1,800 vehicles per day. There are no kiosk sales on those days, and annual and discount passes aren’t honored. On ordinary days, passes are available at the entrance.
