Vehicle access at the Oceano Dunes has opened and closed with court rulings for years, and every swing produces the same question from buyers and visitors. This page holds the current answer with the date we last verified it, plus the timeline that explains how access got here.
The Oceano Dunes State Vehicular Recreation Area is the state park where street-legal vehicles and off-highway vehicles drive and camp on the beach and dunes, entered from Pier Avenue in Oceano and from Grand Avenue in Grover Beach.
What is open right now
As of July 16, 2026, State Parks lists the park as open: vehicle day use daily, off-highway riding in the open riding area, and primitive beach and dune camping bookable through ReserveCalifornia. The area south of Arroyo Grande Creek, closed by federal court order in the spring, reopened on May 21, 2026 and remains open. No closure notices or pending closure dates were posted at our review.
Two operating details worth knowing. Seasonal nesting exclosures stay fenced off inside the riding area during shorebird season, with a 15 mph beach speed limit. And on designated high-traffic days, State Parks now requires day-use passes to be purchased online in advance, capped at 1,800 vehicles per day with no kiosk sales on those days; the system was first used on July 4, 2026, and annual pass holders are not exempt on presale days.
How we got here, dated
The current status sits on top of a federal Endangered Species Act case and a new state-court challenge:
- November 20, 2025: a federal judge granted summary judgment that the State Parks off-highway vehicle program caused unlawful take of western snowy plovers under the Endangered Species Act.
- April 9, 2026: the court barred vehicle use in plover habitat south of Arroyo Grande Creek without a federal permit; the closure took effect April 14. State Parks appealed the order to the Ninth Circuit.
- May 20, 2026: the U.S. Fish and Wildlife Service issued an Incidental Take Permit, and State Parks finalized its Habitat Conservation Plan.
- May 21, 2026: the SVRA reopened to vehicles and camping, including south of the creek.
- June 19, 2026: the Center for Biological Diversity and the Northern Chumash Tribal Council sued in Sacramento County Superior Court, challenging the plan’s environmental review under CEQA along with Coastal Act and least-tern claims. As of our review, news coverage reported no injunction halting riding had been sought or granted.
What it means if you are buying nearby
For property decisions in Oceano and Grover Beach, treat dunes access as an amenity variable, not a hazard. It shapes the visitor economy, weekend traffic and noise near the Pier Avenue and Grand Avenue entrances, and demand for visitor-serving uses where county and city rules allow them. On prices, the honest answer is that the effect of any closure or reopening is mixed and unproven: less vehicle traffic near the entrances on one hand, less visitor spending for local businesses on the other. We do not predict price effects without data.
What could change the status from here: rulings in the new state-court case, the Ninth Circuit appeal of the April order, any challenge to the federal permit, or State Parks operational decisions like pass caps and seasonal exclosures. We re-check this page quarterly and when news breaks.

A federal judge ruled in November 2025 that the off-highway vehicle program caused unlawful take of western snowy plovers under the Endangered Species Act, and an April 9, 2026 order closed riding and camping south of Arroyo Grande Creek effective April 14. It reopened May 21, 2026 once State Parks obtained a federal Incidental Take Permit and finalized its Habitat Conservation Plan.
Will Oceano Dunes close again?
Nobody can promise either way. A state-court CEQA challenge to the habitat plan is active, State Parks is appealing the April 2026 federal order, and the federal permit could be challenged. No closure was pending as of our July 16, 2026 review; the as-of date at the top of this page is the honest answer’s expiration date.
Do I need a reservation to drive on the beach at Oceano?
On designated high-traffic days, yes: State Parks requires advance online day-use passes, capped at 1,800 vehicles per day, with no kiosk sales on those days and no exemption for annual pass holders. On ordinary days, passes are available at the entrance.
